All applications must be signed.   Express Litter Registration Applications must be accompanied via a Green Dot Money Pak authorization payment for fees. Green Dot Money Paks can be purchased at Wal-Mart, CVS Pharmacy, Walgreens and other locations. Express Litter Registration fees are $25.00.   We do not accept credit/debit cards, personal credit, paypal or other forms of payment. Complaints must be sent via regular mail.  Our staff can not sign for parcels. We investigate complaints in relation to falsified paperwork and animal abuse.
